Maritime Channel 13 is Intership Navigation Safety (Bridge-to-Bridge).  Ships greater than 20m length maintain a listening watch on this channel in US waters and is reserved for vessels over 65 feet.

Maritime Channel 12 is Port Operations and the normal working channel for bridges. Call the bridge on 16 then they should shift you to 12 or 14.
